Content Server or Cluster Server - Which one should I insall first?

I am in the process of installing a new instance of Content Management 10. Two servers will be configured as a cluster to share the files. Does the cluster (actually, load balancing) have to be installed and configured prior to installing Content Management software?

what's the OS?

Oracle's "cluster" leverages the operating system and file system for clustering, so offhand I'd say install the content server last. Check the Clustering Concepts guide for 10gr3 for more info:
